 100 % WORKING SOLUTION 
1. Open run command from windows start button.
2. Type: gpedit.msc
3. Locate and click on folder named Administrative Templates under Computer Configuration main set. 
4. On the right hand side locate System and double click on it. 
5. Navigate (scroll down) to Troubleshooting and Diagnostics and double click on it.
6. Locate Disk Diagnostic and double click on it.
7. Double click on Disk Diagnostic: Configure execution level
[A POP UP IS DISPLAYED WITH HEADING Disk Diagnostic: Configure execution level] with a preset of Not Configured
8. Check Enabled and click on Apply
9. Click Ok
10. Close all open Popups and responses and restart the computer
11. Repeat steps 1. to 7. and Check Disabled and click on Apply
12. Close all open Popups and responses and restart the computer. 
13. Enjoy the computer without any more "WINDOWS HAS DETECTED A HARD DISK PROBLEM" popups
